General Plan Timeline

In August 2013, the City entered into a contract with Mintier Harnish Planning Consultants to update the General Plan.  The aim is to have a public draft of the new General Plan by Fall 2018/Winter 2018.  While there will be opportunities for the public to provide input throughout the process, participation is especially important early in the process.

The major steps in the General Plan process are as follows:

Phase 1: Understanding Gilroy (COMPLETED)

During this phase, the General Plan Team will review existing plans and collect new data needed to form the baseline existing conditions analysis for the General Plan. The General Plan Team will also engage the community to better understand what matters to residents. The goal is to get a good idea of where Gilroy is now so we can have a clear starting point for when we envision Gilroy in the future.

Phase 2: Background Report (COMPLETED)

The community visioning process will include several opportunities for the community to get involved by attending workshops and participating in online discussions. This input from the community is essential for the next phases of the project and will be used to develop a vision of what Gilroy should become in the future. The General Plan will be the City’s tool for reaching that vision of the future.

Phase 3: Vision and Guiding Principles (COMPLETED)

The General Plan will be the City’s tool for reaching that vision of the future.

Phase 4: Land Use Alternatives (Summer 2017 – Summer 2018)

An important aspect of the General Plan is the land use diagram, which sets the direction for land use in Gilroy.  The land use diagram will identify areas where the community wants land uses to change or to stay the same, and it will determine the types of land uses that will be allowed or encouraged in the future.  During this step in the process, the City, with community input, will consider and analyze different land use scenarios compatible with the UGB Initiative approved by voters in Gilroy in 2016. At the end of this phase, the City Council will choose a preferred alternative based on information gathered by the General Plan Team, growth forecasts to 2040, and input from the community, General Plan Advisory Committee, and Planning Commission.

Phase 5: Prepare the Revised General Plan (Summer 2018 – Winter 2018)

The goals and policies make up the heart of the General Plan. They are the mechanisms for achieving the community’s vision of the future.  How will we build the community we envision in the future?  It is this key question that the City will address at this point in the process, with input from Gilroy residents, businesses, and stakeholders. The General Plan Team will prepare a Public Review Draft General Plan for public comment. The Team will present this plan at an Open House where residents will be invited to learn about the different topics covered in the General Plan and provide feedback.

Phase 6: Environmental Review (Summer 2018 – Summer 2019)

A General Plan is considered a project under the California Environmental Quality Act (CEQA), so the City must analyze the potential environmental impacts of carrying out the General Plan. The General Plan Team will prepare an Environmental Impact Report, which will be released simultaneously with the Public Review Draft General Plan, with opportunities for community review and comment.

Phase 7: Plan Adoption (Fall 2019 – Winter 2019)

The General Plan will go to the Planning Commission and the City Council for public hearings.  The City Council has the ultimate authority to adopt the General Plan. The community will have opportunities to provide comments to the Planning Commission and City Council during the final public hearings.

Phase 8: Zoning Code Update (Fall 2019)

The General Plan will identify Zoning Code revisions needed to maintain consistency with the New General Plan. The City is currently in contract with Mintier Harnish and Jacobson & Wack consultants to prepare an updated Zoning Code including a review of allowable uses, development standards, parking requirements, landscaping requirements, and permit processing.

Phase 9: Housing Element Update (COMPLETED)

The General Plan will include updating the Housing Element to ensure consistency with State law requirements. The Housing Element will occur in parallel with the General Plan Program to meet the mandated adoption deadline in December 2014.

Phase 10: Economic Development Strategic Plan (COMPLETED)

The City approved an Economic Development Strategic Plan in parallel with the General Plan Update. The New General Plan will reflect the policies and goals within the Economic Development Strategic Plan where applicable.

Phase 11: Infrastructure Master Plans (TBD)

The City of Gilroy Water, Sewer, and Storm Drainage master plans were last updated in May 2004. The General Plan Update includes updating the master plans to address the impact of the New General Plan and recent trends in water consumption, sewer flows, and storm drainage regulations.
